Open letter to Sri Narayan K Member of Rajya Sabha, Parliament of India, New Delhi, India.



Indian textile and weavers have been facing their biggest challenge in recent decades on account of COVID-19.

Our weavers and entrepreneurs have gone through great hardship and trauma in the past year. The textile sector is facing an unprecedented crisis and loss due to order cancellations, high-cost inventory, and default and delay in payments.

Being a labour-intensive industry, it needs government support to overcome these challenges.

At the same time Covid-19 situation back to normal, I feel that our weavers have an opportunity as their is a movement in global supply chain due to the changing global dynamics. Major economies want to make some realignment in the present supply chain across various sectors to diversify their sourcing base out of China.
The government and the industry should devise a plan to tap this opportunity in a more strategic way. With the successful management of COVID-19 crisis this sector will be a leader of exports with $1 billion exports in textiles and apparel and could generate 1.5 lakh new employment.

The union govt and ministry of textiles govt of India must restructure the present policies and devise action plans to revive Indian Textiles.

On behalf of Devanga’s Vidhana, I wish to convey demands of our weavers and Devanga community to our representative in the Rajya Sabha Sri K Narayan and member of the parliamentary standing committee for Textiles:

1.Provide easy liquidity to weavers.

2.Design a new exclusive export incentive scheme for labour-intensive sectors.
3.New Trade pacts with countries that are eager to import indian textiles.

4.The commencement of issuing of Identity cards for Powerloom weavers across India.

5.The present intake of students at Karnataka Handloom Technology Institute at Narasapur, Gadag, Karnataka,is insufficient. The Indian government must increase seats or if possible sanction a new Handloom Technology Institute for Karnataka.

6.Reduce number of fabric items restricted under Handloom Reservation Act from 11 to 5.

7.The management of Khadi & Village Industries Board needs to streamline in accordance with the present fashion trends.

8.Govt of India must review it’s present policies of Indian Textiles as it is facing various problems of production, cocoon and raw silk prices, transportation problem, non-availability of skilled workers, sale of raw silk and silk products, working capital and cash flow, reduced export and import orders, besides quota imposition by European union and China on indian textiles.

9.The Textiles ministry Govt of India must ensure and patronize collaborations between top fashion designers and weavers as it’s mutually beneficial.
